The theory was to take the battle to them in their home to prevent them from bringing it to our home. In the case of the Islamic State, we have allowed them to grow in strength and capability with only a limited effort to mitigate their spread. The result is that they have grown in strength to the point that they are launching attacks in Europe and America.
