I’m so glad that this bill passed and will be signed. Kudos to the legislature and Governor Doyle for not letting this issue be forgotten.
Williams is chief sponsor of Assembly Bill 657, which restricts state and local governments’ eminent domain powers to their classic intent - acquiring land, by fair payment but without the owner’s consent if need be, for public projects such as roads and schools.
It forbids condemnation of any unblighted property for the sole purpose of conveyance or lease to a private entity. It also adds special conditions to declaring a residential property blighted - it must be abandoned or in an area with a crime rate three times higher than the community average.
The bill won legislative approval March 9 and was sent to Gov. Jim Doyle.
“He’ll sign it,” said Doyle spokesman Dan Leistikow. “The governor wants to make sure eminent domain powers are not abused.”
