West Bend School Board Takes Up Harassment Policy Tonight

Ginny reminds us that the West Bend School Board is taking up the harassment policy that they tabled a few weeks ago.

  1. Looks like they were able to protect the rights of their students despite the pro-bullying supporters who cooked up this little tempest.

  2. It should be noted that during the committee meeting that seven people, including a local Pastor, spoke in favor of the need for a harassment policy and agreed with the way that it is written.  One person spoke against.

    Thank you for the information.  I regret that I was not able to attend, but I had my own school board meeting to attend. 

    I received my copy of the Daily News today and see that she did not attend, so her post is based on second-hand information.  The story also validates her portrayal of the events at the meeting. 

    Also, I would remind you that it is appropriate for a government body to charge people who file an open records request for the cost of compliance, but these costs should be limited to actual increases in costs that would have otherwise been incurred.  In other words, it is perfectly appropriate to charge someone for printing, mailing, etc.  But if the person who has to compile the response is a salaried employee and the district does not incur any additional cost for their labor (yes, I recognize the opportunity cost, but compliance with open records requests should be considered part of the job), then those wages should not be passed on to the person requesting the documents.

    I would respectfully disagree with you on two points.  One, no one from the board was complaining about the cost.  We were informing the public.  Also, she implied that taxpayer questions were not appreciated and that is absolutley not true.  So, I don’t feel that her account of the evenings events are accurate and the article does not validate her account.  I will say that Mitch did a good job of reporting the issue in a fair and balanced manner.

    Two, people are hired to do a job and yes open records requests are a part of those duties.  That being said, when those requests are for extremely large and time consuming requests then the person requesting bears some of the responsibility for covering the cost.  If a request takes so much time away from a persons regular job duties that they, for example, may need to stay late to complete day to day functions then the person requesting must bear some responsibility.

  5. Additionally, most of the conmpilation and copying is done by hourly employees.  So, overtime can become and issue.  An issue that all taxpayers need to be made aware of.
