You’re right, it’s not a tax refund. Therefore the fact that some people receive it pay no federal income tax is really not relevant. It’s not being targeted at those deemed most “worthy”; it’s being targeted at the people most likely to spend it, and probably secondarily also those most likely to be hurting the worst in this economic downturn.
What I can agree with you on is this: it’s a much more effective political tool than an economic one.
