Some Funds Are More Segregated Than Others

I guess Doyle does think that some segregated funds should actually be segregated.  If only he thought this strongly about the Transportation Fund or the Patients’ Comensation Fund.

Saying that the use of tobacco securitization money to balance the 2002 budget proved to be a “disaster,” Gov. Jim Doyle warned Republican legislators not to count on using the $600 million in securitization funds in this budget for one-time expenditures.

“If I have to veto the whole budget, that’s what I’ll do,” warned Doyle of any attempts to redirect the money intended for smoking cessation and treating smoking-related illnesses. The interest from the resecuritization is expected to net $50 million a year for the state.

Doyle said he is concerned because of “rhetoric” from Republicans in the Assembly who are vowing to pass a budget with no tax or fee increases.

Yes, before one of you pipes up, I am aware that segregated funds are not the same as the tobacco pot o’ gold, but it’s the same lack of fiscal discipline that causes politicians to raid them.
