A joint venture titled Milwaukee Constructors LLC was the lone company to submit a proposal to do emergency repairs to three Zoo Interchange bridges.
The Wisconsin Department of Transportation on Nov. 19 released an RFP for the estimated $12- to $22-million project. Proposals were due Monday afternoon.

Maybe nobody else was stupid enough to gamble on this project. I see three big hurdles.
1. This has not been done in state before so no trained people, you can import talent,but still need to retain your local crew %.
2. Completion by May this only gives you winter to work, the last two years winter started during deer hunting and just kept coming.
3. 10,000 a day late fees is no laughing matter, the contractor may be fast tracking, but your every move needs to be DOT approved, talk about hurry up and wait.
I would rather die a slow death from lack of work, rather than re-invent the wheel, ramrod through winter, and lose it all at the end to late fees.

Only one company submitted a bid on an RFP that was public, how is that corruption?
The states requirements on the contract would make me question if I wanted to submit a bid. I don’t know if I would need work THAT badly.
This project is a disaster waiting to happen…..all because the Gov decided to skim funds rather than replacing the Zoo.
How is it “quite strange” that there’s only one bid for an extremely complex and pressure-laden project? How many companies in the state do you think are capable of such work? (Apparently none by themselves, since the bid appears to be from a conglomerate of companies thrown together simply for this one-off project).

well said George. While I certainly wouldn’t take anything for granted or just assume everything is on the up & up, logically the requirements of the project seem to be such that not just anybody can or will bid.
And actually, this sounds a lot like the Haliburton stuff. One side was screaming corruption and one bid (or no bid) selections was evil - while the other side argued that’s just the way it is: when you have certain kids of work, there just aren’t a lot of companies willing and/or able to do it.
The JS’s research is terrible. Heck, it took only about 2 minutes for me to determine the participants.

These are the same three firms that partnered up to do the Marquette, no doubt pooling recourceses to make the time frame. The only other option is have an out of state firm come in and bid.
Had the entire situation been managed correctly by elected officials from day one there would be no need for emergency repair.
You want too see a good use of public money check out bid # 10-0045-r1, 12 laser performance sailboats for UW-Madison to replace the exsisting fleet that was purchased new in 2007, I would call a three year old sailboat just barely broken in.
Instead of doing research and and hiring a private detective just read todays Daily Reporter, the entire situation is spelled out, its not really an issue.
