This is Black Tom Island, in Jersey City, New Jersey.
It’s not an island anymore, but here’s a map of what it looked like in 1905.

In the early days of WWI, Black Tom Island served as a storage depot for munitions awaiting shipment to Europe. On July 30, 1916, German saboteurs set a series of fires on the island, resulting in a large explosion that measured over 5.0 on the Richter scale.
Pieces of shrapnel from the explosion damaged many nearby structures, including the Statue of Liberty. As a result of damage to the Statute of Liberty, the arm and torch became off-limits to visitors and have remained off-limits to this day.
The area between the island and the mainland was eventually filled in, which is why Black Tom Island is no longer an island. It’s now part of Liberty State Park, and a plaque marks the spot where the 1916 explosion occurred.
