    Simple: the Dems are in the Chairs.  It doesn’t matter what the rest of committee looks like.

    The Democrats, because they are in charge of the house, are responsible for making committee assignments for members who aren’t part of a caucus.

    Wood is not a Republican so the Republican Minority Leader has no role in his assignment.
