If only more politicians saw it this way.
IN ILLINOIS, state Sen. Dave Syverson, a Rockford Republican, made an interesting distinction the other day.
Syverson said government always talks about encountering a budget deficit or a revenue shortfall. Such terms, he argues, imply that taxpayers have done something wrong. A shortage of revenue suggests citizens just didn’t fork over the money government needs.
The senator prefers using the term overspending. Doing so, he says, puts the monkey on the right backs. Spending should be adjusted to accommodate available revenues, not the other way around.
