A Successful Approach to Sex Education

Interesting.

An experimental abstinence-only program without a moralistic tone can delay teens from having sex, a provocative study found.

Billed as the first rigorous research to show long-term success with an abstinence-only approach, the study differed from traditional programs that have lost federal and state support in recent years. The classes didn’t preach saving sex until marriage or disparage condom use.

Instead, it involved assignments to help sixth- and seventh graders see the drawbacks to sexual activity at their age, including having them list the pros and cons themselves. Their “cons” far outnumbered the “pros.”

Barrett’s numbers for the last half of 2009 lag behind those of Milwaukee County Executive Scott Walker, a Republican candidate. Walker, who will face former congressman Mark Neumann in the September GOP primary, reported earlier Monday that he had raised $1.79 million in the final six months of last year, bringing his total cash on hand to more than $2 million.

Dohnal Sues Blonien

Heh.

Dohnal is suing Blonien in Milwaukee County Court, accusing his former comrade of failing to come up with his half of the cash needed to launch a jointly run political newsletter called The Sportsman’s Digest. Dohnal says he is owed nearly $21,000, plus interest.

The publication, which launched in March 2007, is on hiatus.

“I am working on two deals to resurrect it as it is great paper,” Dohnal said via e-mail. “When we get out of Obama recession, it will go.”

Even if that happens, Blonien won’t be part of it. Dohnal said Blonien, who could not be reached for comment, now works elsewhere.

Sheridan Whets a Lobbyist’s Whistle

Hmmmm… somebody can’t seem to get his story straight.

Assembly Speaker Mike Sheridan (D-Janesville), who reversed his position on regulating payday lenders, has recently dated a lobbyist for the industry.

Sheridan denied in an interview Thursday that he was anything more than a friend with the lobbyist, but he told the Janesville Gazette he has dated a payday loan lobbyist but that it has not influenced his position on the issue.

Sheridan declined to name the lobbyist to the Gazette.

Debt As Far As The Eye Can See

This is insane.

President Barack Obama sent Congress a $3.83 trillion budget on Monday that would pour more money into the fight against high unemployment, boost taxes on the wealthy and freeze spending for a wide swath of government programs.

The deficit for this year would surge to a record-breaking $1.56 trillion, topping last year’s then unprecedented $1.41 trillion gap.

$2.97 TRILLION in debt in just two years?  Obama does realize that someone will have to pay that back someday, right?

More than a year into the current legislative session, Milwaukee lawmaker Barbara Toles has failed to do something that every other legislator has done:

Introduce a bill.

Legislative records show Toles hasn’t been the “author” on a single piece of legislation since the two-year session began in January 2009.

Not one.

Sales Tax to Fund Schools?

Good idea?

Tom Beebe has an idea for raising $850 million a year for Wisconsin schools, easing property taxes for homeowners and buying some time to devise a long-term solution to the state’s Byzantine school funding system — raise the state’s 5 percent sales tax by 1 percentage point.

Perhaps.  I’m not opposed to funding schools with the sales tax versus the property tax.  But it has to be one or the other.  The only way I would accept using the sales tax to fund schools is if we completely abandoned using the property tax to do so.  Otherwise, it’s just another way to pump more money out of the taxpayers.
