Flynn Chafes at Oversight

It seems that someone is uncomfortable with someone looking over his shoulder.

Milwaukee Police Chief Edward Flynn said he’ll change the department’s chase policy but is not promising to meet all of the conditions set by the city’s Fire and Police Commission.

“I was taken aback by the level of detail this directive engaged in. I’ve never seen anything remotely like that,” Flynn said. “And I was appalled by the threat of discipline that was appended to it.”

Flynn, defiant and at times exasperated, sounded off on the commission’s rare directive and looked toward his future during a brief interview Friday after he unveiled the department’s new ice cream truck.

The commission, a civilian oversight board, has ordered Flynn to change the policy so officers can chase vehicles on a to-be-created “high-value target” list of vehicles used in rolling drug houses, a practice explored by the Milwaukee Journal Sentinel, as well as vehicles that have fled from police at least twice before.

The board also wants the policy to allow officers to chase fleeing vehicles when officers have probable cause the vehicle engaged in “excessively reckless driving.”

    A police chief that is not fully committed to capturing criminals? Only liberals would say that.

    That attitude is why we had a car jacking in West Bend last week. Liberalism is threat to health and safety of simple folks who like to shop without being car jacked at gunpoint.

    In typical large-organization structure and discipline, the Board of Directors sets policy, but NOT strategy nor tactics.  IOW, Flynn is within his rights to bitch about FPC ‘interference.’

    Of course, in typical large-organization structure and discipline, the Board of Directors can fire a CEO for ill-considered or counterproductive strategy and tactics.

    Agreed, but If I was on police and fire commission, I’d be concerned the guy to carry out the policy does not have the directive at heart.

    I’d be thumping on him in a closed door meeting at least. If he was not on board, or repentant of his half hearted PR statements ( telling me he just says that to appease the thug protecting libs terrorizing community), I’d ask for his resignation.

     I read Mr. Scheunemann’s comment to say: Liberalism of Barrett and Flynn in Milwaukee’s government is threat to health and safety of simple folks who like to shop at Bayshore Town Center or Mayfair Mall without being car jacked at gunpoint.  Anyone living in this area would know the unsaid details.  Personally, I was threatened at Bayshore by a group of large women that were very upset when I returned their insults so I know firsthand Mr. Scheunemann is an accurate representation of the situation.

    Yes, but…..since Flynn is “fireproof” under Statute (?) Ordinance (?), the FPC is basically neutered.  And of course, there are two politicians involved here, too:  thus the chest-pounding, flag-waving, TV-Camera-Grabbing flapdoodle.

    Flynn should resign, but he won’t as long as Barrett has his back, and Barrett has no political gonads whatsoever.

    Was thinking about Piggly Wiggly situation in West Bend and Flynn’s failure to get that jerk on warrants and bail jumping. Bay shore example is perfect as well.

    Among the other examples running loose in thug pasture in Milwaukee from the “let criminal go free if he runs liberalism policy.”

    Liberalism is a total assault on simple community health and safety.

    This problem with Flynn is indicative of the underlying problem; the people running our government are out of control. To explain:
    In the summer of 2011, Washington County Board Chairman Herb Tennies tried to get a bill, what County called a Resolution, through the Executive Committee changing the rules for the budget process to stop Supervisors from proposing changes at the Budget Meeting. He lost.
    Some background here. The Budget is actually a backroom process. The County Board Chair, Finance Director, County Attorney, County Administrator and Finance Committee Chair decide the budget in secret meetings closed to everyone including County Supervisors. Former Waukesha County Chairman Jim Dwyer had installed a rule that any changes to the budget must be presented to the County Finance Committee for review prior to the Budget Meeting. Any proposal, if approved by the Finance Committee, would be allowed to be a separate line item at the Budget Meeting. Chairman Tennies wanted the same power so he could stop Supervisors from exposing waste in County government.
    In September 2011, Chairman Tennies decided he could make these changes without approval from Supervisors or changing County Ordinances. At the November 2011 Budget Meeting, I challenged Tennies stating, “the United States Constitution Article One, Section 8 specifically states that government can only have the powers granted to it; enumerated powers, and government cannot take power with specific permission.” To which Chairman Tennies replied,” I am the Chairman so I have the power.”
    Chief Flynn will decide what he will or won’t do despite specific orders from his boss, the Fire and Police Commission. A perfect example of the people in power, for whatever reason, choosing their own way.

    It would be interesting to learn how many of these “decisions” are from the liberal, socialist, leftist side of the ledger versus the right, conservative side.

    Can’t answer that for WashCounty…but we had a wacko-Lefty woman Mayor in the City of Brookfield for several years.  I can tell you that most ‘normal people’ have ZERO interest in elected office.  They have jobs, a life, all that stuff.

    So someone who is not completely bonkers, who has a few bucks and better-than-average marketing/PR skills will do fine.  It’s also very helpful if you’re willing to Lie Like Hell about what You Will Do for your constituents, knowing full well that nobody could possibly do it.

    But it sounds good.

    All that, plus a lack of real, determined, focused, and smart opponents equals election victory!

    I disagree.  I consider myself normal, yet chose to run for public office, and oddly enough get elected.   I encourage everyone to try it, if for no other reason to learn how government works, why things are done, etc.  And everyone should do some type of public service in their lifetime.
